The Local Government Act, 1993 provides Councils with a specific approach to the classification and management of public land. The Act requires that all community land owned and controlled by Council be the subject of a plan of management. The Act also changes significantly the manner in which Councils identify, classify and manage the land that they own. At present, Parkes Council owns a total of 181 hectares (ha) of public, community land. The land has been categorised into parks, sports grounds, general use and natural areas, and consists of 47 land parcels. This land will be the subject of the Plan of Management. Crown land that is managed by Council has not been included in this document. Parks within the Parkes Shire have a total area of 12.57 hectares that is contained in 24 land parcels. They have an average size of 0.52 hectares. Sports grounds have a total area of 94 hectares within the Parkes Shire. The Pioneer, Spicer Park and Northparkes Oval complex in Parkes contributes the largest area, 32.85 hectares. Pola Park, at Tullamore, located in the Parish of Stanley, is the second largest at 32.37 hectares. The rest of the outdoor sporting facilities, represented in a further 5 land parcels, have an average size of 3.46 hectares. General use areas comprise of 12 land parcels totalling 2.51 hectares. The average size of these areas is 0.209 hectares. These areas are usually reserved for drainage, but also includes the old Croquet Club land and the old Bunbury Cemetery. Lake Endeavour, a water supply for Parkes and Peak Hill, has an area of 82.8 hectares which is categorised as a natural area. It is the only land in the Parkes Shire that Council owns which is in this category. As a natural area, it also contains 2 sub-categories, that of bushland and watercourse. From July 1993 the new Local Government Act requires all Council owned community land to be the subject of a plan of management. The Act allows more than one area to be covered by a single plan of management because of the large number of small parks, outdoor sports facilities, general use and natural areas within a Shire, and the relative similarity in their function and issues.
