Parkes Shire has many active local cultural groups from music and drama to painting and embroidery. Council supports and promotes these groups through the Parkes Shire Library who promote events, attract speakers and presenters for workshops, engage the media and providing cultural spaces for events and performances. The Parkes Shire Cultural Advisory Committee also acts on council's behalf in coordinating the Cultural Grants Program and fostering cultural development throughout the Shire.
Council also maintains strong relationships with regional arts and cultural organisations including Arts OutWest to stimulate arts and cultural programs in the region.

Parkes Shire Council Cultural Grants Program
Each year Parkes Shire Council makes available a Cultural Grants Program.
The aim of the Parkes Shire Council Cultural Grants Program is to encourage and support the development of local community organisations, services and strategies that make a positive contribution to the community and cultural life of the Shire. Arts OutWest promotes, facilitates and advocates for arts and cultural development for the communities of the Central West of NSW, covering the local government areas of Bathurst, Blayney, Cabonne, Cowra, Forbes, Lithgow, Lachlan, Oberon, Orange, Parkes, Weddin and Wellington.
Arts OutWest is supported by the NSW government through Arts NSW, the above local councils and by Charles Sturt University.
