Public forum

A Code of Meeting Practice exists to ensure an effective forum is provided for Council committees to formulate and review objectives and policies in respect to the needs/demands of the community, and the efficient operation of the organisation.  

The Public Forum is your opportunity to speak directly to Councillors about items on the meeting agenda. Forums are held prior to Committee and Council meetings.  Your address is to be no longer than 5 minutes, and Councillors may question the speaker following completion of the address with speaker slots limited to 10 minutes in total per speaker. You may address Council once per matter.

How to Participate

Register to Speak
To speak at a Public Forum, you must complete and submit a registration form by 12 noon the day before the Council meeting.

Speaker Limits

  • A maximum of 2 speakers in favour and 2 speakers against will be allowed for each agenda item.
  • Each speaker is allowed up to 5 minutes to present.
  • Councillors may ask questions after your address.
  • The total time per speaker, including questions, is 10 minutes maximum.

What You Cannot Discuss

Speakers must not:

  • Discuss legal matters or confidential items.
  • Make offensive, defamatory, or discriminatory statements.

Recording and Behaviour

  • Public Forums may be recorded or livestreamed.
  • Speakers must be respectful and follow the Chairperson’s instructions.
  • Disruptive or inappropriate behaviour may result in your address being stopped.
