Council has two active Environmental Protection Licences administered by the EPA.
The NSW Environment Protection Authority (EPA) leads the state's response to regulating a diverse range of activities that can have an impact on the health of the NSW environment and its people.
Parkes Shire Council has two active Environmental Protection Licences (EPL) administered by the EPA for the Sewage Treatment Plant and the Waste Transfer Facility. The newly constructed Water Treatment Plant is a zero-discharge facility and therefore no longer requires an EPL.
Pollution Incident Response Management Plans
Pollution Incident Management aims to improve, monitor and demonstrate environmental performance.
Parkes Shire Council has prepared a Pollution Incident Response Management Plan (PIRMP) for the Parkes Sewage Treatment Plant (STP), Advanced Water Recycling Facility (AWRF), Sewage Pump Station (SPS) & Water Treatment Plant (WTP), and a separate PIRMP for the Parkes Waste Facility, which detail the procedures for the response and reporting of pollution incidents.
Council's PIRMP assists Council staff and personnel to correctly identify pollution incidents, reflecting the requirements of the Environment Protection Authority's Guidelines. Utilisation of these plans aims to improve, monitor and demonstrate environmental performance.

Environmental Protection Licences
Parkes Water Treatment Plant
The newly constructed Water Treatment Plant is a zero-discharge facility and therefore no longer requires an Environmental Protection Licence.
Parkes Sewage Treatment Plant
The EPA has issued Council with an Environmental Protection Licence Number 5655 for the Parkes Sewage Treatment Plant.

Parkes Waste Facility
The EPA has issued Council with an Environmental Protection Licence Number 6016 for the Parkes Waste Facility.

Under the Protection of the Environment Operations Act 1997, Council is required to publish monthly summaries of relevant pollution monitoring data.
As part of the NSW Government's commitment to revitalising and strengthening the EPA, the State's environmental polluters are now required by law to publish pollution monitoring data on their websites, in accordance with the EPA requirements.
EPA Chief Environmental Regulator, Mark Gifford, said the new publishing requirements will help to make industry more transparent and accountable for its impacts on the environment and surrounding community.
"These new requirements reflect a new era in environment protection and give communities more access to information about industries and their practices in NSW," said Mr Gifford.
