Accessing Water from Standpipes
For rural farming and domestic use
Standpipes are located across the Shire for obtaining potable water for rural farming and domestic use. Access is aimed at rural consumers who are not connected to Parkes Shire’s reticulated water supply network.
Standpipe access varies throughout the Shire from automated use with access cards obtained from Council to standpipes that are maintained or monitored by a Council agent or community representative.
For automated access to a standpipe, an application must be lodged with Parkes Shire Council along with proof of address or business purposes, along with payment of a security deposit to receive an access card.
Access approval is issued under Section 68 of the Local Government Act.
Changes to Standpipe Usage Scheme - Effective 21 January 2020
As a result of continued extremely dry conditions and increased demand compromising standpipe reservoir levels, Parkes Shire Council has resolved to implement changes to the Shire's standpipe usage scheme in an effort to maintain sustainable water supplies for the Shire, while still providing much needed drought relief for our farming community.
Standpipe water will be without charge for up to 25kL per week to approved farming enterprises. Any additional approved farming enterprises usage over 25kL /week will be charged at a reduced rate of $3.50 per kilolitre.
Under the new scheme, all standpipe users must reapply for standpipe access. Existing standpipe cards can be re-authorised by completing a new application form by 4 February 2020.
Existing standpipe cards that have not been re-authorised by this date will be deactivated.
A new process for acquiring free water through water carters has also been introduced to ensure transparency. Water carters will charge consumers direct for the water supply, then eligible farming enterprises can claim their free allocation from Council through a rebate form.
The free standpipe water measure was introduced to ensure that our drought-affected rural residents have access to the water they need for essential domestic and stock use.
Residents are reminded that standpipe water should not be used to fill dams or earth structures.
Residents connected to the town water supply are not eligible for this program.
