Project Details

This project will involve the realignment of the existing Eugowra Road by relocating the access road to the Mugincoble Silos approximately 55 metres to the east. The project aims to improve road safety, heavy vehicle access, traffic efficiency, and freight movements associated with the silos precinct.

The project will be delivered in two phases: a scoping phase and a project delivery phase.

The proposed scope of the scoping phase includes:

  • Survey of existing road features and hydrology
  • Review of environmental factors
  • Review of project risks
  • Preparation of a draft road alignment suitable for B-Double heavy vehicles
  • Determination of suitable drainage and pavement concept designs
  • Estimation of total project costs
  • Assessment of Benefit-Cost
  • Analysis outcomes

The proposed scope of the project delivery phase includes:

  • Land acquisition to accommodate the required road widening
  • Relocation of public utilities
  • Reconfiguration of the grain sampling facility within the silos complex to increase heavy vehicle storage capacity within the site (to be delivered independently of this project)
  • Widening and sealing part of Eugowra Road to support the upgraded silos access
  • Construction of a widened shoulder storage area between the Broken Hill Rail Line and Eugowra Road, northeast of the silos access
  • Implementation of a signposting scheme, including all relevant signage in accordance with Australian Standards for intersections and turning manoeuvres
  • A speed zone review of the intersection, including installation of any required regulatory signage as part of the project deliverables

Key benefits of the project include improved safety for all road users, enhanced access for heavy vehicles, improved freight efficiency, reduced traffic conflicts at the intersection, and increased operational functionality for the Mugincoble Silos precinct.

Project update - August 2026

Tree clearing to commence 

Parkes Shire Council advises the community that nominated tree clearing near the Mugincoble Silos will commence on Monday, 31 August 2026 as part of the works associated with the new wetlands project.

Council understands the importance of protecting local wildlife and has undertaken an inspection of the area for bird nests, including existing stick nests.

Two stick nests were identified:

• One nest will be retained and will not be impacted by the works.

• The second stick nest has not been rebuilt and is currently inactive. A mud nest was also identified, and Council will investigate relocating the limb containing the nest prior to the tree being removed. Where practical, tree trunks will be retained and repurposed as seating around the new wetlands project, giving the timber a second life within the community space.

Council is also committed to enhancing local vegetation, with offset planting planned across a number of sites throughout Parkes, including Spicer Oval and the Wetlands. Rehabilitation and revegetation of disturbed areas within the project site will also be undertaken using locally occurring native species.

These additional planting, rehabilitation and habitat measures are voluntary Council initiatives and are separate from any formal biodiversity offset requirements.

Council appreciates the community’s understanding as these works commence and looks forward to delivering a valuable new wetlands and community space for Parkes.
